Goal
The Social Solar Heating Plant of the Charity Service in Tiszabő aims to provide at least one healthy and safely heated room in every home where young children live. This is achieved by heating the room electrically, most easily with an electric heating panel. The electricity is produced by the municipality using renewable energy, solar power - on the model of social firewood, by installing a social solar power plant. The Hungarian Maltese Charity Service implemented the first pilot programme in cooperation with the E.ON Hungária Group in Tiszabő. The power plant is operated by Befogadás Nonprofit Kft.(as a housing agency), an Ltd. owned 100% by the Charity Service, and the revenues from the sale of the energy generated are charged to the prepaid meters of selected families, in the form of a HUF 120,000 heating subsidy per family per season. In this way, a one-off investment can provide a sustainable long-term solution to support the 60-70 families participating in the programme, partly complementing and partly replacing the less modern and less sustainable firewood subsidy. Residents participating in the project were selected through a competitive selection process, with the important criteria being that the family must have at least one young child under three years of age, low income, and have or cooperate in the installation of a prepayment meter. Families can rent heating panels at a symbolic price for six months of the heating season. The disadvantage of the scheme is that the electricity produced has to be sold, and the revenue from this has a number of associated costs (scheduling, balancing, etc.), and the amount of subsidy that can be granted is significantly affected by changes in the electricity price on the stock exchange. The next objective will therefore be to create a legal environment that will allow community solar power plants to operate more efficiently.
