"The canton of Glarus and the municipalities of the Linth plain up to and including Rapperswil-Jona shall produce as much energy as possible themselves and thus gradually increase the degree of energy self-sufficiency. In the medium term, this area is to become an energy autarkic region. Energy projects shall be financed from the region so that the energy expenditures remain in the region."
